Grand Junction has a Council/Manager form of government, and is a Colorado home rule city. The City Manager is hired by City Council to provide administrative leadership for the organization, direct and coordinate all City services, present information and recommendations to the Council, and implement policies and goals set by the City Council.

City Manager Rich Englehart
Rich was appointed City Manager by City Council on June 20, 2012.Englehart was hired as the Deputy City Manager in March 2008 and served as Interim City Manager from December 2011 to June 2012, when he was appointed. Prior to coming to Grand Junction, he held a number of management positions over the course of 23 years in Delta, CO including Parks and Recreation Director, Assistant City Manager, Housing Authority Director and City Manager. Englehart began his public sector career as an employee of the Grand Junction Parks and Recreation Department back in the early 80’s. He holds a Bachelor of Arts in Leisure and Recreation Services from Mesa State College and a Master of Public Administration from the University of Colorado.
